Dr. Richard Brighton - Screw

Classification: Tinker 4

Power Desc.: Brighton specializes in technology that is able to remotely interface with the human nervous system, generally through the use of electromagnetic fields and pulses, as well as the human nervous system itself. He is particularly skilled in the manipulation of emotions and mental states. His creations generally take the form of short-distance "transmitters" from which the field is generated, affecting either individuals in a certain radius of the device, or affecting any individuals in contact with the device.

Notable Creations:

-Emotive Deterrent Cuff (functional prototype, approved for limited human trials)

A metal band that clasps around the ankle, connecting seamlessly when it is closed. It has no apparent cracks on the surface where the casing can be pried open. Upon activation, the cuff sends out an electro-neural pulse that overrides the central nervous system, instigating a flight-or-fight response in the subject. The intensity of the pulse determines how debilitating the response is, ranging from mild discomfort, to anxiety, to an outright panic attack. Rumors that the cuffs have the potential to short-circuit the subject's brain are unsubstantiated.

This device can be modified to incite other emotional responses as well, though those are far less tested. There is a current functional prototype that induces docility in the affected.

-Reverse Field Manipulator (functional prototype, approved for staff use)

Similar to the emotive deterrent cuff in design, though it is far less complex, and is easy to put on and remove. When the body is targeted by any form of dermal or subdermal electromagnetic field, it automatically generates an inverse field, negating the initial's effects. This was commissioned by Administrator Steele as a safeguard against any of Screw's existing mechanisms, and developed under high scrutiny.

-Inhibitory Negator (in development, approved for non-human trials)

Either takes the form of a small orb or a long, thin metal rod, depending on the model. The orb is capable of safely generating an effective field of a foot. The rod is able to project a cone-shaped effective field up to five feet. Both devices interfere with cognitive inhibition, inducing reactive, often reckless behavior in individuals. Potential use for interrogation, given the issue of rendering targets comatose with overuse is mended. Smaller designs are possible, but they greatly sacrifice range as the coil is reduced in size.

-Remote Neural Telecommunicator (defunct/postponed development, approved for non-human trials)

A small capsule capable of generating fine-tuned frequency pulses. Invasive application is necessary; the skin lacks the conductive qualities to properly transfer the frequencies the device produces. Essentially, the device mimics the function of sympathetic neurons, transmitting a mimicked biotelemetric signal between capsules. In theory, the users should be able to communicate via emotional states, or even simple thoughts, at any distance. In application, more often than not, it improperly integrates with the receiving host and induces neural feedback seizures.

What do people want most in life?

It was a loaded question. She was primed to see them, both from her training back with her old employer, and because this was the thirteenth one on the application thus far -- she'd been counting. An old trick, giving questions that didn't really have a proper, straight-to-the-point answer. Forced people to scrabble at straws. Name the first thing on the top of their head, and in doing so, revealing little truths about the responder. No, she wouldn't fall for it that easily. Wetting the tip of the pen against her tongue, she replied.

Trustworthy promises.

Vague questions, vague answers. She smiled a little. Maybe that would ruffle the feathers of whoever would be looking over her paper, or maybe it was a "right" solution. Whichever the case, it was far too simple a reply to give any certain reading on who she was, yet it encapsulated her philosophy in a single word. People were simple, in the core. They had complex faces, passions and desires, but that was all built on a core that had far less diversity than the surface showed. It was in the age-old scenario of the carrot and the stick. Both were dangled in the distance, and only used when necessary to fortify results, otherwise kept in view for the individual to follow. Some sort of goal, or a reward for the carrot. Security. Money. Sex. Drugs. Punishment for the stick. Isolation, perhaps, or pain. Different people reacted to different things in different ways, but at the core...

At the core, it was the promise that kept them moving. Strike someone enough, and they grow resentful. Reward them enough, and they grow complacent. The middle ground of promise, the distance of both with the assurance of reinforced, expected stimuli, was the real driving force behind bestowed motivation.

Administrator Steele has worked for the PRT Antiterror Covert Countermeasures Department (ACCD) for five years. As administrator, she works under and reports to the director of the local offices any of her assets are operating near, working with them to resolve problems the PRT and Protectorate are incapable of resolving without public outcry. Additionally, she reports directly to Head Director Costa-Brown herself, acting as a liason between the local directors and Costa-Brown regarding matters of special operative countermeasures.

Prior to working for ACCD, Steele was a head profiler and field agent under the FBI. She left following an injury in the field.

Skills: Talented communicator, administrator. Strong inter-personal skills, analytical regarding body language, speech, and motivations. Intuitive understanding of driving factors and emotions in individual action. Very fastidious.

Antiterror Covert Countermeasures Division (ACCD)

A division underneath PRT jurisdiction that primarily performs special operation activities. They act as a sister division to WEDGDG -- where the former gathers information about economic and political turmoil and subverts it when necessary, they primarily act as the "invisible hand" of the PRT (outside of Cauldron), performing government sanctioned tasks the PRT does not want to be associated with in the public eye. As such, they operate distinctly from the PRT, only answering to local directors when their actions fall inside their territory.

ACCD's primary duties include:

-"Black Spot" interrogation

-Counterterror measures

-Assassination

-Propaganda distribution

-Destruction of evidence

-Political activities

-Incitement/Coersion

Were information regarding ACCD to leak, investigation would have difficulty progressing beyond the current administrator of the program. The PRT has taken great countermeasures to avoid physical evidence of this organization within any "white" operations, and will readily deny any involvement in controlling or directing it. ACCD personnel are fully prepared to accept the label of villainy were their actions to surface in the public.
