The City of Rain
As one threads over the ruined bridge connecting the mainland to Rain, a city built on a island made completely out of lifeless rock, at the end of the eight kilometer walk, they would be greeted by a brooding mass of buildings. As they pass underneath the slaten archway, where there are always half-rotting bodies hanging by a rope in the same condition, they would be stopped by a tall man dressed in a entirely concealing black raincoat. After being asked what is their business in Rain, they would be allowed to enter, receiving a single 'We are watching'.
Tucked into a murky corner, though still somehow eye-catching, lies the 'Dancing Shadow', a notorious tavern, and at the same time Rain's only mercenary hub. Some speculate that it's owner pays the gangs within Rain a great deal of drops to make it stay that way.

History of Rain
At first, the island of Rain was home to all those that opposed the tyrannical regime of Vesalius V The Apostate, emperor of Tenno, Grand-Priest of the Church of The Black Sun. Those on the island were mostly composed of his political enemies, revolutionaries and those stricken by poverty the most. Likewise, it provided the Ebonstryfe, faith militia of the Black Sun, abundant specimens for their experiments. At the end, most met their end either at the end of a spell, needle or disease that ran rampant across the bare rock.

Some could argue that Vesalius the Fifth, unlike his father of the same name, was a madman, even controlled by the chancellors of the Black Sun. Deciding to wage a holy war against every country on the continent in year 789 of the ninth era, certainly wasn't a sane decision. Though most states ignored this obvious threat, those bordering Tenno suffered frequent invasions by small raiding parties. They formed an alliance against Tenno, and assaulted in the same manner. However, this alliance was fragile, being made out of dire need, and wasn't able to penetrate far from the Senna river, a border they shared with Tenno. However, the unsatisfied population near the border was happy to aid the soldiers of the alliance, both with supplies and with manpower.

The alliance suffered two heavy defeats in December of 789 and February of 790. Morale shattered from their unsuccessful campaigns, and lack of supplies due to an unusually harsh winter, the alliance was forced to retreat, delaying further assaults until the middle of spring. However, spring never came, neither did summer. The court battlemages saw to that, seeking to destroy the unfaithful subjects by famine and the cold. What little supplies the Akiban shogunate spared, helped the rebels survive trough the five long years of winter.

Even though promises of a combined campaign come spring were made, the growing disagreements within the alliance made it shatter apart early in 976, leaving their former members to fend for themselves. However, one thing the now shattered alliance agreed on was that the rebel movement benefited them all. Thus, supplies and weapons were sent their way. Unlike the alliance soldiers, who were unfamiliar with the land, the rebels were far more successful, felling any attempt the Ebonstryfe made with their guerilla warfare. With the aid of the shogunate specialists, entire divisions vanished within the shadows of the mountains. In the year 980, with heavy casualties, rebel general Garrus captured Katan, the birthplace of Vesalius, and boosted the morale of his forces significantly. Ever since then, hope in a better tomorrow was born.
The ever growing rebel army turned their eyes towards Rain next, a seemingly unimportant piece of rock sticking from the sea, yet a symbol of Vesalius' reign. In an assault that commenced in the beginning of August 982, and one that lasted till mid October, the agents of the Ebonstryfe were no more, and slowly, the rebellion set up a camp that steadily grew, until it became what it is today.

Climate of Rain
Rain itself has an unique climate that starkly differs from that of the regions surrounding it. Being so far from the coastline, it is constantly surrounded by a veil of thick, unnatural fog. This fog is only traversable by "Mistgliders", techmathurgical ships steered by consulting watermaps of Rain's surroundings. Only then is is possible to avoid the many jagged rock edges and reefs that sunk so many. This mist is said to be a product of magical experiments conducted on the island, and has been home to many supernatural phenomena. Entire ships would disappear without a trace, yet others would emerge from the mist, odd and displaced, as if from another world. The island, and later city itself has been named by the heavy rains that drum over the city for around twenty two hours each day, and a full day during autumn months. Trenchcoats are advised, seeing as the rain is magically charged, and prolonged exposure is potentially dangerous. The temperature is mostly cold, a trait accented during winter months. Spring and Summer would come and go unnoticed, less strange, glowing balls of light appear within the mists during the first say of each month.

Political Involvement
Though rain has no formal leader, it is still viewed as a rebellious nation by Tenno, who do their best to make life on Rain as miserable as possible. With the rebellion settling down, the high hopes for liberating Tenno of the now three hundred years of Black Sun taint have all but died out, and efforts are not being placed in sustaining the anarchist nation. Ties are still being maintained with former members of the alliance, who support Rain by offering favorable trade agreements and significantly reduced royalties for any ship bearing the markings of Rain, six vertical lines.

Citizens are free to do as they please while within Rain, as long as it does not harm the greater collective. Or if one chooses to do so, they better not be found out, as the inhabitants are quick to lynch any who would seek to strip them of their hard earned freedom. After being dragged trough the streets, the usurpers would be hanged over the main archway, serving as a warning to those who shared their ideas. Even so, crime is not uncommon, and many hidden organizations took rain as their headquarters given that there are no laws in place. One might think that a community like this would be quick to fall apart, yet, the descendants of those that took Rain view each other as nothing less than brethren.

Economics
With the city itself being built on nothing but bare rock, Rain imports dried meat, cotton, fresh water, wheat, dairy and other essential products. On the other hand, most of it's profits come from exporting craft goods, and Rainfish, who's meat is said to have healing properties due to many years it spent adapting to the magical waters around rain. Likewise, Rain is seat to many obscure organizations, and is home to brigands, apostate magicians, assassins and every other sort of mercenary one could imagine. Taxes have no place in Rain, though those that offer mercenary work, and tradesmen, magicians need to turn in a fifteenth part of their earnings to the city vaults, only for it to be distributed where need be.

Naturally, Tenno has placed sanctions on the rebellious state, and has forbidden any and all nations form trading with them. Yet, those in wa with the empire continue exporting and importing goods to Rain, allowing it to function as an independent city state.

Rain has it's own currency named Drops, as in 'Raindrops'. These thin silver coins take form of a pain hexagon, inscribed with the words 'Our Blood'. The coins sport a hole in the middle, and are most commonly carried in stacks with a wire or rope to secure them. They are officially recognized in all states but Tenno, though those who dwell in the underground and trade in smuggled goods will gladly accept them. These coins react with water in a way that the liquid becomes murky and red upon contact, and stays that way several moments after.

Culture, Cuisine and Apparel
The culture of Rain is somewhat unique when compared to the rest of the known world. A melting pot of nations, if something can't be found in Rain, it most certainly wont be found elsewhere. There are several city districts, formed by those who chose to live next to the people of their own nation. Likewise, though practicing magic is forbidden in Tenno, an entire district, although the smallest one, was raised in the city center, dedicated to those who practice the arcane arts. Common is the tongue most use, though other languages can be heard as one ventures to certain parts of the city.
There are several festivals that those living in Rain celebrate, such as the festival of the fallen, beginning on the fourth day of october, dedicated to the passing of all those who made Rain possible. Likewise, there are festivals dedicated to the beginning of each season, and a few others taken from the cultures of the people inhabiting Rain, like the Blood Moon festival of the Akibans, or the Birth of the Sea of the Fratava.

The cuisine that dominates Rain is most certainly seafood. The Fratava, master sailors and fishermen are best known for their high quality catches and other produce provided by the sea. Most other things, like grain, or red meat is imported from Akiba, who maintains several regular trade routes. Fresh water is more valuable than milk or alcohol, and trades with it instead of drops are not uncommon.

One doesn't simply walk trough Rain. Trench coats are mandatory when outside, less one is confident in his luck. These suits are rather cheap, though they offer enough protection. Either dark blue, or black in color, these coats are made out of thick leather, and cover the entirety of the body. Over the head, hoods, that are in fact extensions of the coats are worn, combined with a mask that protects the face. Those from the Akiban district most commonly opt for a straw hat instead of the hood, with thick isolating cloth falling from the sides, in that way covering the neck from the rain.

The Dancing Shadow
The first building to the left one would see as he steps underneath the archway entrance, one where the Akiban district begins. The Dancing Shadow is located next to the Blood Sakura tree. This tree was planted when Rain was first conquered from Tenno, and every family from the Akiban district take shifts in tending to it. The petals of this tree turn from a soft pink, to a vivid red during the festival of the Blood Moon, and are in fact, what signalizes the beginning of the Akiban red month.
Several stepping stones protrude over the cobble that lays over it's not so spacious courtyard, leading to it's wooden stairs. The architecture of The Dancing Shadow is typically Akiban in both exterior and interior, with rosewood and oil coated paper being what composes it's walls. Several green lanterns hang over the porch, luring mercenaries and other sellswords to Rain's only merc hub.
It's interior, on the other hand is designed much to resemble a traditional tavern, like those found on the mainland. A wide bar is located at the far end of the room, with someone always tending to it, and several tables planted in an orderly manner, fashioned out of carved rosewood. The floor is unique in the way that tatami can be seen underneath a sandy carpet, one that could be found in the great cities of the eastern deserts. The walls are decorated with mounts of rare, almost extinct creatures, proudly presented to a that may enter. A city official will drop by every so often and drop off a stack of papers - missions, bounties and requests to be hanged on a notice board at the far corner of The Shadow. A stairway on the back of the establishments leads upstairs, connecting to a hallway where rooms available for rent are located at.

The Staff

Due to most unfortunate circumstances, the previous owner committed suicide, leaving ownership of Rain's hub to be decided by auction. What was even more unfortunate, was that none but one person showed up for the auction itself, despite the hub being a most profitable establishment to it's owner. Though one of a dozen, other hubs slowly began perishing, either caught in a fire that not even the rains of Rain couldn't calm, or slight construction errors, ones that bore their ill fruit only years later. Then again, ill tongues speak that a certain someone made sure all of those events happened. True or not, the one that made the most of these events is a half-man, renowned for his love for coin.

Personality:
Hanzo is a shrewd and stoic individual, preferring to hide most of his emotions behind his mask. Untouched by any sort of moral code, he evaluates the situation with a clear head, and decides the course of action most beneficial to him. Hanzo understands the importance of money, and the freedom is provides the individual that has amassed enough of it. He has adopted the idea that it is always better to be the one that victimizes, instead of the victim, and can in many ways be seen as someone who is selfish. Untrusting and ever aware, the heavy burden that has been placed on him tends to make him hold others at a relatively safe distance, for both his and their own safety. Obtaining power, in any way is more than a wish, it is a duty he must fulfill, and Hanzo is more than ready to erase anyone who will try to stand in his way. Even with this in mind, he is far from unemotional. He had not experienced childhood, parental love, or the bond of friendship that even other Onikage have, for his fate was sealed from the moment he was born. This in turn has made him bitter and lonely, unable purge himself of the hate brooding deep inside. Rare moments of compassion sometimes escape him from time to time, ones that Nisshoku never fails to point out and mock as being pure weakness.
Nisshoku on the other hand, is a vile and bloodthirsty creature, aiming his partner only when it suits him, and hindering him in the same fashion. The shadow god's desire for blood is purely lapurlathistic, needing no reason for it, but rather seeking destruction for the sake of destruction. It is not uncommon to hear him throw mocking comments and low insults, hurting with words where he can’t otherwise. He wrestles with Hanzo over the control of the body they both now share, using every opportunity to nib at his sanity.

Appearance:
Hanzo is a tall individual, standing at 6,2 feet with a lean build. Though most of his sharp facial features lay obscured by his thin facemask, vixen eyes glow a dim blue within the darkness provided by his raven mane. The ninja sports three whiskers on each cheek, although only a pair is visible above the line of his mask. His falls in spiky obsidian slopes reaching down to his behind, not kept in any particular style, with every strand seemingly going where it pleases. An elaborate mask, with many carvings and symbols etched into it’s porcelain-like surface the ninja caries like a hair accessory, hanging at the side of his head. Two midnight fox ears stick out from the dark mess, attentively twitching ever so slightly with every sound they catch.

Ridicule and shaming was all he ever received on account of his appearance, those of his clan saying that it makes him less human, and more like a wild animal. Thus, Hanzo hides both his tail, whiskers and ears with a simple illusion spell, one not requiring mcuh attention to maintain.

Hanzo usually adorns a navy blue ninja grab, embedded with a “鬼影” on the back of his shirt, written in black, thus not sticking out. Underneath the thin layers of comfortable cloth lies a vest composed with rings of chainmail, providing protection from slashing attacks. Preventing the metal from rubbing against the skin, a plain black shirt, one that is actually an extension of his mask lays. Knee high tabi boots begin where a pair of black baggy pants end, ones made out of soft black leather. Two utility belts coil around Hanzo’s narrow hips, crossing just under his midriff. Within the many pockets found on their body various types of bombs and other tools, with a special extended compartment that confines Hanzo’s flute. On the back of his pants, right above his behind lies a hole from where a fox tail extends, every bit as dark as his hair.

Cold and somewhat antisocial, Arden is the ringleader of a small group of bandits known as the Ghosts of the Great Pines, operating mainly in the pine forests around the Far North city of Whitepeak. He frequents Rain, among other cities, under the guise of a traveling merchant and selling his ill-gotten goods at a low price. Hailing from the Far North, he is no stranger to harsh weather and considers Rain a safe haven from the imperial guard.

Despite his cold nature, he has grown fond of a handful of the locals and privately offers them discounts or the occasional freebie, but remains wary of most others. He can usually be found peddling his goods in the city market places or lounging at a local inn. He will not hesitate to steal unguarded valuables, and will put up a strong fight if he must.

Appearance:
Arden is just slightly taller than average, standing at about 5'11. He has short, dark brown hair which he keeps combed to a neat part on the side while selling his goods, believing that a nice appearance will draw more business. He has algea green eyes and frequently wears a cold, serious expression on his clean-shaven face, only smiling when he's on the job.

Arden wears a dark green trench coat (with hood) which reaches his knees and parts at the waist, and carries a stolen wakizashi on his lower back. He wears a pair of grass green cargo pants and knee-high brown leather hiking boots. A belt with multiple pouches is visible on his waist. When he feels threatened, he instinctively puts his left hand on the hilt of his sword.

The Request Board

-A fine sheet of clean, white paper is spread over the center of the board, slightly covering the ones underneath. From a hexagon-shaped stamp on the bottom right, one could conclude that is was issued by the city itself. Impeccable letters, one olny a machine could print out read the following:

"Strange lights and noises are appearing next to Deadman's peak. As Rain water territory, we are obliged to keep them safe. A cruise ship will be passing next to the rock in the near future, and if we are to be recognized as a official state, it must not come to harm.
All patriots, skilled explorers, navigators, magicians and bodyguards report to the dockmaster's office by the end of the date underneath.
Financial compensation, as well as a bonus should contractors come to any possible harm will be paid once the task is completed.

Tenth of July

By Our Blood"

-A yellowed out piece of paper, one someone apparently spilled covfee over. Yet, the handwriting is quite pleasing to the eye. It reads:

"A few mates and i are going to try the hidden route trough Tenno, don't want to risk our cargo, nor our lives, going trough the mist with all these recent vanishing. If push comes to shove, and it definitely will, we are going to need some muscle to keep the caravan safe. We will be travelling relatively light, and the trip should not last that long.
You will only be paid once we reach Hankuto with our good INTACT..." The handwriting turns more rigid here, the word being written several times over itself, accenting it's importance. "... so keep that in mind.

Ask the barkeep for details."

-A small note is tucked in the board's corner, as if trying to attract as least attention as possible. At the note's bottom, three uneven lines fall, formed with dried blood. Written in fine, tiny letters, it says the following:

"Those who don't mind getting their hands, or blades dirty, meet me near the city sewer entrance. This job is on as long as this note rests here.
A fat pouch of gold awaits the brave and skilled...

A gray note, bearing the seal of Rain's hospital likewise rests over the surface of the notice board, signed and stamped by the head nurse. Written as if in a certain haste, the letters reads:

"I beg all kind souls to assist the medical facility in an expedition venturing in the depths of the Klahundu jungles. We believe that we have found a more effective, and far less painful method of curing rain sickness, and we are in need of bodyguards and those with lore of plants and the land.
Unfortunately, we do not have anything but our gratitude to offer as a reward, though all road expenses will be taken care of

Rules 'nd Stuff

Before anything else, this has taken inspiration out of Kurusu's Inn, and will attempt to recreate the feel the previous one had. In that manner, any and all characters are allowed to rp, be they simple peasants, or almighty gods from other dimensions. Likewise, you can bring someone from another whoe timeline into Rain, saying that they simply emerged from the mist. Certainly wouldn't be the first ones to do so.

As far as rules go, i have new to add really, standard site rules. Please place all out of character chatter in brackets, and whatever you do, do not be an attention whore. Or at least try not to. Your character can, like any other, post requests on the board, and embark on adventures and such.

Also, i'd love help in building this world. Don't be shy, and feel free to contribute~

P.S.
I recommend listening to a video of thunder and rainfall while writing and reading, maybe combined with a slow piano in the background? It sets the mood nicely.

Early morning, the time of day when the raging storm outside seemed to be the most fierce. Thunder danced among the gray clouds, one who never halted with their rain. It was cold outside, with only a few people wandering here and there, their cloaks making them seem as much a part of the murky city as the shadows were. Funny, one would imagine that it would be warmer during this time of year - yet those that imagine, never really got to see the wonder that is Rain now, did they?

Hanzo found the rain drumming against the stone walkway outside, and the wooden roof of his establishment pleasant. They always made cleaning the filthy glasses and plates left by his many satisfied customers more bearable. He liked the cold, and that was one thing that allowed him to get used to the weather. Though one thing he couldn't get used to was the smell of fish. If there was only something else to eat, and that didn't cost so much. His arm moved at a lazy pace over the surface of a crystal glass, the blanket in his hand taking in all the moisture left on it.

The warmth of the Dancing Shadow tempted all those unfortunate to find themselves outside it's walls, inviting them inside, for a cup of warm Akiban tea, or a large mug of warm ale. All were welcome, though Hanzo still followed his life creed, no matter if he was concluding a contract, or serving drinks.

"No silver, no service - de arimasu." He whispered silently to himself, his icy eyes transfixed on the glass he was so busy cleaning. Another day in rain, peaceful, isn't it?

(I know. I'm new here, so I did it basically to see if I could make a convincing character. If you have any advice or criticism, I'll appreciate it.)

Finally arriving in Rain after several days of travel - the last of which having been an allnighter - Arden finally catches the familiar sight of the Dancing Shadow, where he has stayed several times before. As always he guides his horse and wagon to the local stables, being sure to leave his two guards with it, before heading to the inn with a small crate. Might as well try to haggle with him, he thinks to himself. Gods know he's as greedy as I am.

He makes his way across the small courtyard and up the stairs, his movements noiseless in the rain. Opening the door, he is greeted by the warmth and familiar sight of the innkeeper polishing his wares. He sets the crate on a table and removes his coat before turning back to Hanzo. "Ah, my friend, I have quite the deal for you!" he exclaims, putting on his best smile and patting his cargo.

as your airship leaves the strange fog, you see a desolate city on a island that's basically a giant rock. you set down in front of the gate to speak to the gaurds.

you take your airship and barely fit it in the small courtyard without crushing the sakura tree, and enter the tavern. you spy a man with a crate speaking to someone else decide to join in.
